Can 1 recipient receive at 2 Outlook locations?

Can 1 recipient receive at 2 Outlook locations? For example; JohnT wants to
send (e-mail address removed) email. JoeQ wants to receive this email at his home
Outlook location and his Office location. Is this a function of his Outlook
or his ISP?

Depends on where that example address resides. In general you'd just
configure both accounts with Outlook.
Another option is to create a forwarding rule at either the server level or
at Outlook level.
