From what I get from the client explaining it, is they
only want the people invited to a particular meeting to
be able to see what the meeting is about and its
resources. The people NOT invited able to see the
resources booked (So there is no double booking of
resources), but NOT see what the meeting is about for
confidentiality reasons.

Or what is the current process that is being
used to "book" a resource?

Yes, Exchange 2003.

The current process is booking the meeting room on the
boardroom calendar, booking the projector on the projector
calendar, then inviting the attendees.

They only want the people invited to see what the meeting
is about. So the people not invited can see there is a
meeting, see the resources booked, but not see what its
about.
