Buttons not enabled

When I go to tools\internet options\Security tab the two
buttons custom and default levels are disabled. How can I
enable these buttons? I need to use the custom level
button to change some settings in order to fix an problem
that I'm having. Thanks

Ok I think have it somewhat figured out. I believe it has

something to do with the Registry Editor and either
changing a value or adding a value in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer.
Please someone help me to figure it for sure.
