Business contact Mngr is disabled

I have OUtlook 2007 with Business Contact Manager. Months ago my add in was
disabled in order for outlook to run properly. It is still disabled. I
tried to "enable by going thru Trust Center, Add - Inns, Mange Com and
checking the box for the addin. It did not enable. Two ?. One should I
enable, or will it still cause problems. 2. How do I enable. Have there
been any updates that fix my initial problem (whatever it was) so that I can
now use Business Contact manager and Projects.
