Look in the help file of whichever browser on earth it is you're talking
about.

Does your ISP block Google?

If it is IE7, open it, click on Tools > Internet Options > Programs> set as
default, if not already> Apply and OK out.

If Firefox, you can do it during installation.

Or click Start > Set Program Access and Defaults
