Browser hangs Web site cannnot be displayed

I am using a DSL connection in an apartment. I plug directly into the wall
without a router as my understanding is the router is downstairs and
universal for the apartment.
When I plug into the wall with my laptop with Windows XP I can obtain an IP
address and browse the web with IE fine. No problems.

When I use the same cord into my desktop I have problems. I can obtain a
valid IP address from Verizon but none of my browsers will display web
pages. IE says "Web site found waiting for reply" but then hangs and
eventually displays the message "Page cannot be displayed." Mozilla firefox
does not display pages either. My desktop is an HPxt948 running Windows XP.
The desktop ran fine and displayed pages fine with my old comcast connection
and I took it to work and hooked up to a DSL connection there and it works
fine. At work I did all of the windows updates and ran spybot and Microsoft
Antispyware. Still when I brought the desktop back to my apartment it would
not display web pages.
I contacted comcast and troubleshot the thing for probably six hours
altogether. I have registered my MAC address for the desktop with Verizon
and removed the hyphen from my computer name. I reinstalled my TCP/ICP
settings. I reinstalled IE and set all IE settings back to default. I ping
127.0.0.1 and get all packets back fine. All firewalls are off. All IE
settings and network settings are set to automatically detect. I have reset
winsock settings and done numberous other things. Finally I did a full
system recovery with HP tools that returned the computer to default factory
settings and wiped out all of my personal data on the harddrive. Still my
desktop will not display web pages. Same error as before after "web site
found waiting for reply" runs for a few mintues.
I have talked to Verizon and they have concluded that everything is working
fine from their end. Again my laptop works fine with the connection.
I have also tryed using a router with DHCP enabled between my wall and my
desktop but that just gave me a dummy IP address. I have tried to manually
enter the IP address, subnet mask, and default gateway I get with my laptop
into my desktop but that didn't work.

In summary:
DSL verizon connection directly from wall to my laptop works fine in my new
apartment.
Desktop worked fine with a Comcast connection and works with a DSL
connection at work.
Destop obtains a valid IP address with DSL Verizon connection in my new
apartment but will not display web pages.
Have done a full system restore/recovery with HP tools and still web pages
will not display.

What next?

OK, "127.0.0.1" is on your LAN, so whatever Vz did to "disable ping function"
won't have an effect there.

Did you un install any antivirus software? Did you un install any firewalls?
Read the first two articles, and check the MTU situation.

All anti-virus software was uninstalled with the system restore. Having the
windows firewall on or off does not make a difference. I tried changing the
MTU settings to 1500 and various increments below that but that didn't help.
I had Windows Service Pack 2 before I did the restore. Wouldn't service pack
2 have already corrected the MTU problem?
