Did I screw up my XP TCP Stack?

I have an XP/Pro laptop (all patches) that is behaving very strangely.
I can connect top ISP providers but can't run apps.

When I connect to my Linksys broadband router, ipconfig shows that i
get good IP addresses for my client, gateway, and DNS servers, but I
can't ping any of them. No TCP apps work. I can't get the router's web
page to show up.

When I plug the laptop right into the DSL modem, I can use my Verizon
Userid/login to connect to the network and ipconfig shows goot IP
numbers (I've been on the phone with Verizon. They confirm the IP
numbers and that the dsl line is fine. The PPPoE infercase is reported
as "registered" on the network.

When I put the WiFi card into the machine and go to a coffee shop, the
same happens. I can get IP numbers from the local server but can't run
apps.

I've activated a analog PPP/Slip account and can log into their
network and get IP numbers but still can't run apps.

XP's event viewer shows no errors. It's not just WWW and mail that
don't work. My telnet client(s) can't connect to anything by name or
IP number, either.

WTF?
