"browse" will not let me choose icon from just any location

My computer will not allow me to
"browse" to the place where I have
the book I made with the .ico suffix for an icon to replace the Websters
Dictionary "e" on the desktop. It comes up with a box that says I must get
one from this file

C:\WINDOWS\system32\url.dll
or
%SystemRoot%\system32\SHELL32.dll which is a .dll file.
How do I get the book icon I make into that .dll file so I can use it?

You can not just take one from any place on your computer and put it in,
doesn't work.

C:\WINDOWS\system32\url.dll
%SystemRoot%\system32\SHELL32.dll

I did go to right click then properites then change icon and then browse,
but it defaults to this
place all the time telling me there are no icons in that file that I made an
..ico file.

Can't tell from your description, but it looks like you have a (big) file
that you have arbitrarily renamed into file.ico in th supposition that now
you can use it as an icon.
If that is the case, that is a misconception.
..ico files have to be of a specific structure and other files that contain
icons even more so. (My impression is your (self-made) book-file does not
contain icons in the proper manner)
Suggestion:
get one of the icon (creation) share/freeware programs and turn your desired
icon into a genuine .ico file.
Now you should be able to point to that new ico file the way you have tried
to do.
