broadcast 140 faxes all at the same time

I am having an issue broadcasting 140 faxes. They all go
into the shared printer queue to be sent at the same
moment in time. Therefore as the first one is dialing all
the others try to dial. The others exceed the max number
of retries before the modem becomes available.

This didn't happen 3 months ago. I have been loading
updates onto the windows 2000 server and the xp
workstation with office xp. Not sure if it is an issue in
outlook, xp or microsoft fax or windows 2000 server.

I don't think the faxes should all begin dialing at the
same time.

Is there some option on the modem I can try? Or somewhere
else?

A fax message in server's queue is picked for sending only when a device is
free. So there is no chance that all the 140 fax messages are dialed
simultaneously. How are you saying that all faxes are being dialed at the
same time? Also give some details about the Operating System of the client
and the server.

Thank you for your reply. Here is the info you requested

If I watch the outbox during the dialing of the first fax another fax has "dialing" under status. Then the second fax comes up with the message "no dial tone" and is retried 4 times. After the 4 retries the faxes just sit in the outbox until I restart the process.

We have a small business server 2000, and the workstations are Windows XP with Office XP and Outlook 2002. All updates are applied on the server and the workstation for the operating system and office.

We have been using the shared fax and outlook for a while now for broadcasting. This has not become a problem until about 8 weeks ago. I thought there might have been a problem with a service patch but I haven't been able to locate any issues on the subject

I think I resolved the issue by installing a different modem driver for the shared modem. We had the Windows xp standard 56k modem set up for the shared modem which is a US Robotics 56K voice internal modem. When I installed the new driver the multiple faxes were waiting until the hardware was available
