Broadband connection

I was wondering if anyone can recommend a good program to monitor when my
broadband connection goes offline and goes back online. I am running off
straight modem (no router) and have been experiencing quite frequent signal
drops, which has resulted in no connection for several hours.

I need a good program that will keep a log when my connection goes offline
and online again to document to my ISP for credit on my account.

Wouldn't the easier option be to change to a less-flaky ISP?
