How can one with cable tv broadband internet service via
ethernet connection to the PC prevent internet sites from
popping open on your screen when you do not have the IE6
browser open? The cable company tells me that the sites
have found ways around the IE6 browser and the only
solution is to disconnect the cable modem.

Purchasing a bit of security software like Norton Internet Security, or
selected pieces of similar software (like a firewall, ad-blocker, antivirus
program, etc, even if freeware) would go a long way to helping. You should
also run programs like Ad-Aware or Spybot: Search and Destroy to make sure
there is nothing on your system that is generating the pop-ups.

You can get Ad-Aware from http://www.lavasoft.de

You can get Spybot from http://www.spybot.safer-networking.de/

.
you can't unless you buy a pop up blocker. The
broadband company is selling acces to their network to
the pop up companies.
