Briefcase function not available

I have Windows XP professional.
For some reason the Briefcase function is no longer available. One would
normally right click on the desktop, select New and choose Briefcase, however
it is not shown as an option.
I have looked in Add/Remove Windows components and cannot find Briefcase as
an option to add. I have read somewhere on the net that once a Window
installation is finished, the option to Add/Remove Briefcase is removed.
How can I regain the ability to create and use a Briefcase?

How to get "My Briefcase" in windows XP
C:\WINDOWS\system32\dllcache. Look for a file named "syncapp" and double
click it. An icon should appear on your desktop that says "My Briefcase".
Double click it and it will come up with a window that tells you how to use
it.
The syncapp file should be under C:\Windows\System32

I have the same problem as ChrisT and looked for the dllcashe file but it was
not listed under system32. Any advise please what to do next
