booup eror SIMPTCP 11

In my event log on bootup i get a SIMPTCP error of event ID11. This is the
first of many similar messages allow to do with TCPIP and networking.

Following was obtained by typing SIMPTCP into that "Search Microsoft.com
for:" box underneath the "Sign Out" icon:

The Simple TCP/IP Services could not open the TCP Echo port.
