boot up with a blank desktop only wallpaper and nothing else

Anyone can help ? The task manager still works after pressing ctrl alt del.
 
If you can get task manager as you say, try the menu File>New Task(run) and
in then type in explorer and click OK.
That should start-up you taskbar and windows icons.
