no icons or taskbar after login

When I boot up, everything goes fine, except after I login, my desktop only
shows my wallpaper and NO icons and NO taskbar. I can't right-click or
anything. Does anyone know what's happening?

I can get online by using CTRL+ALT+DEL and starting new tasks.

I ran Norton Antivirus and it found something called Spy Sheriff. I removed
it but still...
