Recently, I was downloading a PC-Cillin anti-virus update. It downloaded and
started installing. In the middle of install, my computer froze. I now can
boot to the desktop icons, but after that nothing works. NO double click or
right click action. I also note that, in the system tray, the PC-Cillin icon
indicates that it is hanging up on initializing.

Does anyone have ideas?

Try Safe Mode (F8) and then a System Restore to the day before
the errant update was applied.

PC-cillin goofed up, big time. What they gave you (in error) was worse than
a virus.

Next time disable your 29 running background apps before you install new
software.
