Failure to boot after attaching a hard drive is often due to the IDE
cable being placed on the HD in the reversed manner. That is if you
definition of "Failure to boot" means no power on self test? Of course
having no operating system on the HD, even if it is connected properly
would also fail to boot, but POST would run before it queried the HD.

Another thing to check would be the jumper settings for your CD-ROM and
your HD. If the HD is on the same cable as the CD-ROM, then make the HD
a master and the CD-ROM a slave.

Are you SURE the IDE cable NOT being placed on the CD in the reversed
manner???? When the IDE cable is reversed it grounds out the address
bus. This prevents the computer from booting, and therefore you get no
Horizontal Sync signal for the monitor. That means the monitor is in
standby.

As for the HD not being detected, do you have the jumper set for a
single drive? You might use AUTO detect in CMOS to see if it detects
the HD.
