Blue screen crashes

When running programs, Windows often crashes to a blue
screen, with the error message

"IRQL_NOT_LESS_THAN_OR_EQUAL"

This problem occurred following installation of "Harry
Potter Quidditch World Cup". The problems started in-game
but have spread to the rest of the system, even though
the game has been uninstalled. I looked up the error
message on the Microsoft website, and a download patch
was recommended, but this filed to install with the
message

"WEUpdate cannot retrieve information needed for setup
from database."

The problem is preventing any long term use of the
computer.
