How to block some intranet users from accessing certain
internet addresses using Active Directory?

AD is not the right tool to do this, what you need is a firewall or proxy
server.

One thing that might help you is to use Group Policy Internet Explorer
maintenance to add the web sites in question to the restricted zone.

You would setup a group policy to define IPSec filters and assign the GPO to
the users machines. The filters are configured to permit or block the IP
addresses. The IPSec policy is machine based, not user based. IPSec
filters also don't provide any type of logging.
