Blocking Internet access on IIS-based FTP server

I set up an IIS-based FTP server on a PC in order to transfer big files to other Mac OS 8 or 9 computers. However, I want to block all other Internet accesses from the PC so that no web browsing, email, download, .. etc. is allowed on the FTP server. I need to make this protection because the PC is used to acquire image data from a delicate microscope used for medical researches. Currently, I am blocking the internet access by manually setting TCP/IP and leave a blank gateway address. Does anyone know any better way to do this? Keeping the TCP/IP active but only allow the computer to function as a FTP server. Many advanced thanks.

a) A firewall filtering inbound and outbound connections on port 21 (FTP)
b) Use authenticated FTP. Disable the Anonymous Connection feature and
create accounts for your users, on the windows box holding the FTP server.
