Problem Connecting to FTP Servers

Everytime I try to connect to an FTP server from my home computer, it can't
connect, no matter what FTP client i'm using. I thought the Windows firewall
was blocking the FTP port, so I entered 21 into the allowed ports list, but
it didn't work. Not even Internet Explorer or Windows Explorer can connect.
Does anyone have any suggestions to help fix this problem? Thanks.

if you are connecting via a router then you need to specify a group of
port numbers and forward those to the client machine and specify those
in the ftp client as well. I would suggest a range of about 15
consecutive port numbers.You may also find that running the client in
passive mode is necessary in some cases
