blocking attachment in outlook express 5

I reinstalled win2000 and office is not yet.
Still OE is blocking attachment suchas .xls, zip...


even.. I tried with netscape mail "thunderbird"
and it shows same message..

What should I do?
I tried regedit, but I can't find "security" folder.
should I reinstall office 2000(outlook2000)
and try patch?

current redgit edit is like this;

HKEY_CURRENT_USER\Software\Microsoft\Outlook Express\5.0\Shared
Settings\Setup

New firewall was the reason.
