blocking attachment in outlook express 5

I reinstalled win2000 and office is not yet installed.
Still OE is blocking attachment suchas .xls, zip...


even.. I tried with netscape mail "thunderbird"
and it shows same message..

What should I do?
I tried regedit, but I can't find "security" folder.
should I reinstall office 2000(outlook2000)
and try patch?


current regedit shows like this;

Sending attached mail shows error message like this;

first, you may get a faster and more complete answer if you ask in an oe
group... it is not the same as outlook by a lot. second, no reg hack is
needed, go to tools/options/security and uncheck the box that says something
about not allowing access to attachments.
