Blocked junk e-mail senders keep coming back. Why?

When I get a sender in my Junk e-mail file and I block the sender, then
delete the e-mail, the next day or so I get the same sender in my junk file.
Once a sender has been blocked, the sender shouldn't even come back to me.
Is that correct?
 
No. "blocking" is adding to Junk Senders which uses whatever setting you
have for Junk email.
Outlook doesn't stop you from receiving the email.
An alternative is to set a rule up which permanently deletes email from
specific senders.
While you can permanently delete Junk Email I think it's best to leave your
Junk settings to use the Junk Email folder in case you get email marked as
Junk that you want.
