Import file into Blocked Senders list

How can I import a text-file containing e-mail addresses into the
Blocked Senders list?

I've tried the following:
On the Tools menu, I click Options.
I click Junk E-mail.
I click the Blocked Senders tab.
I click Import from File.
In the Look in list, I find the Folder containing my file, click
the file then click Open
but, none of the e-mail addresses get added to my Blocked Senders
list.
