I have a limited users on my windows XP and I want to prevent them from using
any type of USB removable mass storage (Flash memory or external hard disk)
or MP3 players, etc..

but I still need the USB mouse, keyboards, scanners, etc to function..

I want this to apply on the limited users only.

AFAIAA, this is not a function provided natively by Windows XP. However
there are a number of third party utilities that provide this type of
peripheral control, but not for free. You cold start by googling for
'Sanctuary' and 'SecureWave' though I believe SecureWave has recently been
taken over by another company.
