blank window opens after windows installs

I reinstalled XP Home and I get a screen that pops up
after windows has loaded that looks like the lets tour
windows xp screen or something but there is no words or
anything in it and the "don't show this message at next
login" box is there. I check this box but the window
always comes back. It shows BEB28131-0330-45c2-A31E-
7C09A13FED90 as a application that is running. Any ideas?
