Blank Screen on First Restart after Slipstreamed Install

The machine with this problem is a Dell Inspiron 2500. Previously, I
installed Windows XP from the OEM Installation Disk, followed by the
Microsoft Service Pack 2 Disk, and ran Windows Update. This was working fine.

To get a cleaner installation, and use less disk space, I created a
slipstreamed CD and did a fresh install. On any restart after the new
install, the blue horizonal scroll screen appears, but then the screen goes
blank and stays blank. I know the startup continues because I can hear the
music from the Welcome Screen and the sound of the pop-up balloons for "Take
a tour ..." and "Security Warning ...". After a while, if I tap the power
button, the system shuts down normally. I can hear the logoff music.

I can get a screen display in Safe Mode or in VGA Mode. From VGA Mode, I
can enter the correct display settings, but the on the next restart, the
screen is blank again. I tried installing an older video driver from the
Dell website, but nothing changed. Thinking it was a problem with my
slipstreamed CD, I purchase a copy of Windows XP Home (in hindsight a
mistake), and did a clean install. I still have the same problem with the
display. I ran the Dell diagnostics on the display and the video card and
all is ok.

Hopefully, someone else has experienced this problem and has a solution.
