Best method for using Outlook out of the office

I have a user running Windows XP SP2 and Office 2000 SP3.

He currently connects to our Exchange 2003 server using POP3 so that he
can download the emails to a PST file which is kept locally.

At home he uses the same set up which allows him to receive emails
directly from our Exchange server using POP3 and then send them via his
ISP using SMTP

Is this the recommend configuration for remote working and offline
access to email. Are there any additional options using outlook 2003?

Or are there any better methods for using the above apart from POP3?

In my opinion, he should be connecting to the Exchange server while he's at
work using an Exchange account.
At home he uses the same set up which allows him to receive emails
directly from our Exchange server using POP3 and then send them via
his ISP using SMTP

At home, He would have a better experience if he work to use RPC over HTTP
or a VPN to connect to the Exchange server, giving him just about the same
experience he would have at work. He can use Offline Folders so that if he
can't connect, he can still use the Exchange account exactly like he is
connected and he'll have nearly the same experience he would when in the
office or connected to the Exchange server.
