Bad Patches

My entire organization is suffering from a case of Q818139.
Some websites work and some, particularly any with certain security settings, do not work and produce the DNS error page. Unistalling the bad patch does not work.

This knowledge base article below says there is a patch for the bad patch if you contact Microsoft.
Contacting microsoft cost $99 to $245 bucks. The entire operating system did not cost that much, why would I pay that amount for a patch to fix a patch? I come out cheaper by buying a different OS altogether.
