bad download file

I have a damaged Activex control file which is located in
the Explorer's Internet options/settings/view object. ID:
[cebc955e-58af-1102-a30a-00ac903492b}. It was a windows
update I believe numbered R407/v31c. Other source to this
is c:\\windows\system32\wuv31s.dll. How can I fix this?

R407/v31c does not sound like a Windows Update file.
I think you got that from somewhere else.
If you have something damaged in "Downloaded Program Files",
just remove it.
Then visit the Windows Update site and scan for updates.
You could try this:
Start > Run > sfc /scannow
You may be prompted to insert your XP CD
That utility will check to make sure that all System files are intact.

I found a Windows ME article that refers to the dll you mentioned
but I don't know if it applies to XP in any way:
