Backup transiet error

Home Premium in a new desktop will not do backup. The message says:
"the writer experie3nced a transient error. If the backup process is
retried, the error may not reoccur (0x800423F3).
The problem is, it does reoccur every time, even if I just reduce the
requests to documents only.

I am getting the same message trying to backup and when I try to use the
system restore either way trying to create a new restore point or trying to
use it to restore to an old saved point.
