Hi Jim,

While NTBackup does not recognize the MSBackup .QIC files, try the utility
here for that, it has a 30 day free trail. Link courtesy of MVP Harry Ohrn:

Ntbackup will not recognize the file compression used by Win98's msbackup.
Download the 30 day trial of Backup MyPC from www.stompinc.com will work.
Backup MyPC is actually the Veritas Backup Exec app that the Windows Backup
programs are based on so it will open and restore .QIC files.

Can a back up made using WIN 98 be restored using WIN XP
 
If you are asking about your personal/work backups, you should have no
problem, i.e., Word docs, ACAD, whatever. You cannot use operating system
backups.
