AutoPlay for USB devices

Is there any way I can turn autoplay off all together for USB devices? I
know I can set it to take no action, but I have about 30gigs of stuff on an
external HD and everytime I plug it in my pc scans it to see what kind of
content it has. This isn't a real problem, its just getting aggrevating.

Start>My Computer>rightclick your external HD>properties
AutoPlay tab>under action to perform, select "Take No Action"
Click Apply and OK
If this action does not work, hold down the Shift key while booting.

I don't keep it plugged in all the time, so booting isn't the problem. I
have it set to take no action for all types of content, but it sill scans
the HD to see what kind of files it contains. Is there a way to stop it from
scanning the HD when I plug it in?
