Automated cross-references and the style sepator

I am creating a legal document with automated paragraph numbering, for which
purpose I am using multilevel outline numbering. I want paragraph headings
to be followed by text that does not use the same style as the heading, so I
use the style separator. So far, so good.

My documents contain cross-references to numbered items. I need these to be
automated, so I use the insert cross-reference feature. But I find that the
dropdown list of numbered items does not include paragraph headings if I use
the style separator.

Is this a bug or am I doing something wrong?
 
Does the list include paragraph number? If so that is the option to use.

Thanks for your reply, Brian. The list does include the paragraph number.
But what's weird is that if the heading (Heading 1, 2 etc.) is separated from
the Body Text by a hard return, the heading appears in the list of
cross-references. If it is separated by the style separator, it does not.
To show this graphically:

2.1 First Section.[Hard Return]

This is my first section.

2.1 First Section. [Style Separator] This is my first section.

In the first example, appears in the dropdown of paragraph numbers. But if
I use the style separator, it does not.
