Auto Restarting Loop

I just purchased a new voice modem for my computer. I
installed the new modem and driver, now the computer is in
a restarting loop. When you cut the computer on it loads
windows, after windows loads and all the desktop icons
show the computer reboots. I continues this over and
over. How can I stop this....
 
on boot, press F8 and boot to SAFE MODE and remove the drivers that might
the be problem or do a restore.

BTW, if it might be a hardware problem, you can remove the new card and then
reboot.
