Auto Play setting has no effect

The CD RW setting for autoplay has no effect. I keep setting for "DO
Nothing" and still getting Explorer popping up. I tried change settings in
different ways and still have same thing. I even tried to use "Prompt Me to
take action" and still has no effect. It's really annoying to have explorer
pop up everytime when I put CD in for backing up files. Can anyone help me
out on this?
 
1) Autoplay "choices" won't work unless the Shell Hardware Detection
service is running. Did you disable that service?

2) My personal choice is to disable autoplay all together - it's a
security hole to runa disk just because it was inserted. Use the TweakUI
powertoy to completely disable autoplay for your CD drives.
