Auto Connect IE

use to be able to click on the IE icon on the desktop and it would pop up
the connection box to connect to the internet but now it doesn't do it.
So I went into the Internet Options and had to change the settings to
"Always dial my default connection" then things were ok until I shutdown the
pc and start it again, then it reverts to "Never dial a connection" how can
I fix this problem to Always dial my default connection?
