Attempting DCPromo on Windows 2003 Server gets a "Domain name not found" using WINS

I am attempting to promote a second Windows 2003 Server to domain controller
using DCPromo, on a network which uses WINS for NetBIOS name resolution. I
get an error message that it cannot resolve the domain name, "verify that
the domain name is properly registered with WINS." I have specified the
WINS server IP in the advanced settings of the TCP/IP settings of the server
I am attempting to promote. As far as I can tell, when I go into the WINS
manager on the domain controller, it shows several entries for the domain
name. Please advise me on how I can be sure that the domain name is
registered properly in WINS, and whether there are any further steps I need
to take.

Actually he must already have a DNS server up and running or the first DC
wouldn't working. Check your IP properties on the second DC and see if the
DNS server is the same as your primary dc. Modifying this to reflect the
first will probably resolve your problem.
