Problem promoting win2003 server to domain controller in nt 4.0 environment

I've just built a win2003 server and I'm trying to promote it as a win2003
intermediate domain controller because the PDC is nt 4.0 Small Business.

The goal is to let the 2003 server run as a bdc, synchronize and and pull
the plug on the old nt 4.0 server, and then upgrade the 2003 server to full
win2003 active directory.

The old nt 4.0 server is not running DNS, though the new 2003 is, as well as
wins.

When I try to run dcpromo, after I select the adding a domain controller and
give an administrator username/password, I get the following error:

case, verify that the domain name is

properly registered with WINS.

If you are certain that the name is not a NetBIOS domain name, then the

troubleshoot your DNS configuration.

domain controller for domain mctcorp:

The error was: "DNS name does not exist."
(error code 0x0000232B RCODE_NAME_ERROR)

The query was for the SRV record for _ldap._tcp.dc._msdcs.mctcorp

Common causes of this error include the following:

- The DNS SRV records required to locate a domain controller for the domain
are not registered in DNS. These records

are registered with a DNS server automatically when a domain controller is
added to a domain. They are updated by the

domain controller at set intervals. This computer is configured to use DNS
servers with following IP addresses:

xxx.xxx.xxx.xxx
yyy.yyy.yyy.yyy

[FYI, xxx's and yyy's are the ISP's dns servers]

- One or more of the following zones do not include delegation to its child
zone:

mycorp.
(the root zone)

For information about correcting this problem, click Help."

FWIW, I've added a domain entry for "mycorp" in wins (on the 2003 server)
pointing to the proper IP.

I'm stuck. What do I do next?

Would changing tcpip properties to point to the internal dns server (which
was set to forward to the IPS's DNS) help? I suspect that there is more to
this than that.

By the way, I also tried to dcpromo without dns or wins being installed and
it still fails in the identical fashion.

Any help would be apprecitated.
