attachment in outlook 2000

When I receive attachments in Outlook 2000, Outlook does not reconize them.
Name of file is correct (example: JPG, ...), but when I click to open the
file , a message comes on :"...no program associated with it...." Also, the
icon for the attachment is a white rectangle with the windows logo on it.
How can I fix this?
 
Save it to your desktop, then right click while holding the control button
down, select a program to open with.
