Ati 9700 pro and black screen

Hi. I'm writing because i've a problem with my computer and my new Ati
Radeon 9700 pro 128mb that i've installed on it. With the old Ati
Radeon 7000 64mb no problem: the system start correctly, but when i put
the ati 9700 the system doesn't start: only a black screen. The bios
doesn't starts, no beep, the hard disk doesn't works: nothing appens!
If i reinstall old Ati 7000 the computer starts and works perfectly but
when i put Ati 9700 in the computer and i turn on nothing works! I
checked and installed correctly the extra power cable for the Ati 9700
but it's ok. I've updated bios and cleared cmos but nothing change.
I've tested the Ati 9700 pro with another computer and the card is
recognized and function correctly immediately, so the problem is with
my system. The configuration of my computer is:

PIV of 1,5 ghz (socket 423) on motherboard ECS model P4VXASD
n.2 ram modules of 512 mb ddr pc2100 266
n.1 hard disk of 80 gb maxtor 7200 rpm
n.1 hard disk of 40 gb maxtor 7200 rpm
n.1 dvd drive burner lg
n.1 cd-rom drive samsung
power supply of 300 watt

I also disconnected everything and left only the 1st hard disk but
nothing changes. Please, if someone can help me, let me know how to
solve my problem. The only solution, for the moment, is to change my
computer :-((((((((((((((((((((

Fabiano.

You probably need a better power supply assuming the 9700 Pro is in good
condition. Disconnect the DVD and Cdrom to reduce the power load and see if
it helps.

Thank you for the suggestion but, as i wrote, i also disconnected dvd,
cdrom and the 2nd hard disk but nothing changes.

if you can - swap the psu's from both PCs - isolate the PSU in the
problematic PC.
also set bios settings to standard ie 4x AGP (not 8x) and fast-writes off
but I think its most likely PSU related.

In this moment i can't try the other power supply because i'm on
holiday and i'll return at work on 2nd january: in fact i tried with
computer at work. In this computer there is a power supply of 330 watt:
only 30 watt more than my power supply! Is it possible that 30 watt can
help me with my problem? About 4x, my motherboard support only 1x, 2x
and 4x so i've already set at 4x but without positive result.

only 30 watt more than my power supply! Is it possible that 30 watt can
help me with my problem? About 4x, my motherboard support only 1x, 2x
and 4x so i've already set at 4x but without positive result.
Check the amps on the rails also.

ECS says 9550 and 9600 will not work with that board. Maybe 9700 won't
either.

as Acid says - it isnt the wattage that counts - its the amps on the 3, 5
and 12 v rails.
My previous PSU was a generic 400w which I thought was good enough as my
estimated usage was 320w. It died after 12 months and Im very lucky it didnt
kill the mobo too. My current PSU cost twice as much and delivers another
5-10 amps on the rails. Its been going strong for 18 months now.

The next week i'll try with another power supply but probably KCB gave
