arranging folder and files in Windows Explorer

Windows Explorer is arranging files on top the folders instead of vice versa.
I tried to rearrange it by right-clicking, pointing to 'Arrange icons by'
then choosing 'Type'. It arranged the folders as I have specified, but when I
close the window and open another WE window, the files went back on top again.

How can I get the folders on top for good? Thanks.

Click on the grew column header, probably says "Name".

Other columns can be used like this for sorting. Click once for sorting up,
again for sorting down based on the contents of that column.

This is the same as selecting name, as you did before and should "Stick".
