Applications won't launch...

Hi, Im running Win2000 Pro SP4 on an HP XW8000 with dual 3.06GHz Xeons, and
2GB of RAM. Every once in awhile, completely randomly, Windows will stop
letting me launch ANY applications, including the Task Manager. The only way
I can get it to work again is to hit the power button on the front, and have
Windows do a Shut Down. Restart doesn't even work...it just closes all the
apps and leaves Windows open. Anyone have a clue?
 
Hey guys...sorry about the triple post...the dialog box kept telling me that
the post was not recieved...so I kept trying.
