Is there any freeware available that will show which application(s)
are using a file or have it tied/locked up?

Thanks very much.

Yes, I use Process Explorer. How can that tell me what applications
are using a file? For example, yesterday I wanted to copy a new Hosts
file over the old one but I kept getting messages that it couldn't be
done. Turns out ZoneAlarm had it locked up. How can PE tell which
applications are using a file?

Sorry, it didn't sink in what you're after. I'd use a process of
elimination, exiting running apps one by one, which is probably what
you did.

Find --> Handle (or Ctrl+F)

Also from www.sysinternals.com ----- File Monitor.

Will show what is using a file, don't think it will show you what might
have locked a file like HOSTS.

Doesn't work on Win9x or WinMe

That WhoLockMe looks like exactly what I'm looking for. But, I'm
using 98SE, so can't use it. Is there anything like it for 98?
