Appearance changes back to blue every reboot

I got a new computer and I noticed that everytime I reboot, the appearance
theme goes back to default blue from classic, which is what I prefer.

Any ideas what causes this?

Profile is not saving changes. Are you using "guest" or did you create a
profile for your own use? see Start Help account.
