The dialog box says

Why not look for the file? And if you find it, see if the file is read-
only.
The "Business Contact Manager for Outlook" at the top of the dialog
indicates that BCM got the error message and displayed it. However,
I've never come across a situation where BCM would access an Outlook
file (any file ending in .PST) directly. BCM probably requested
something from Outlook and Outlook responded with that error message.
