Any freeware alternatives to MS Paint?

I've been using 'Paint' to create gifs but when I expand the image
after adding text I find that the letters are all blurred
('dithering'?) rather than 'clear-cut' as they used to be when I used
Paint under W98.

Are there any freeware alternatives that don't blur text? Its just
that one of the gifs is rather big so I want to split it up into
smaller parts and blurred text may add to the file sizes.
