My brother-in laws computer is locking up on start-up. It does allow me to go
to safe mode but when I do I have a black screen with safe mode written in
each coner. If I start it up normally (without safe mode) or I use last known
good cofiguration it just goes into a black screen with no ability to get out

When you start-up in Safe Mode, all you need is patience. It could take as
much as an half hour.
