Anonymous browsing

Windows XP.
Can any experienced and unbiased 'browser' recommend the best tool (free or
otherwise) for completely anonymous browsing of all sites and newsgroups.

There's no tool. You have to tell the server your address so it can send you the page. There are sites that you connect to and the site connects to whereever on your behalf. But you'll be in their log files.
 
You need a proxy server

So what you're suggesting is that the folks who run the proxy servers
have no idea who is using their service and they have no way to tell or
even trace their users.

In other words, what you are saying is that you are completely invisible
to the proxy servers and there is no way law enforcement can trace proxy
server users. And of course you are assuming no logs or history are kept
at all.

tomorrows newspaper.
